While the canal Bill was going through parliament the Grand Surrey Canal Act was passed so the Croydon Canal was shortened to join it at New Cross. His estimate for inclined plane canal set out in the Bill was 50,847. 4,500 of this was for inclined planes at New Cross and Deptford and 6,200 for two steam engines for hauling boats up the planes.

On the basis of a quick survey he thought locks should be grouped at Tinsley as back pumping would be needed and the cost of maintaining a steam engine may be too much.

He agreed with the start and finish points but proposed a longer course to the east with less lockage. This was to go through Market Harborough, the upper Welland valley, Maidwell, Cottesbrooke, Hollowell, Ravensthorpe and Hodenby, with a branch to Rushton at a total cost of 228,207.

He was given a gratuity and dismissed as engineer ostensibly because he was engaged on other work and was too expensive, although there is evidence that he did work without authorisation and had a disagreement with the chairman. He then attacked his replacement, John Rowe, and the canal committee but was still given some work by the company after this.

London - Portsmouth Canal project

He put forward a canal route to rival William Jessop's proposal for a railway connection. The canal was to be 100 mile long with 41 locks and a 4,400 yard tunnel between Coulsdon and Merstham. From the Croydon Canal it was to run through Merstham, Crawley, Ifield, Horsham Common, Pulborough, Mundham, Chichester, Emsworth and Havant to Portsmouth. He also suggested branches to the Medway, Ouse, Adur and Arun. He estimates the cost without branches to be 720,649 for a broad canal and 571,621 for a narrow canal.

He reported that better work was now being done more cheaply at the Lake Lock depot. There were 9 carpenters, 4 sawyers, 4 blacksmiths, a blockmaker with his boy and a sailmaker and an assistant. He wrote that "a better set of Workmen are not to be found in any Yard in the Kingdom, not only as to their ability in their Profession but also for their Industry, Sobriety and good Conduct".

He told the commissioners that the eastern district of the canal employed about 500 workers, mainly from around the Moray Firth, and in the western district there were 404, including about 300 "strangers" from Appin, Arisaig, Kintyre, Lismore, Morrar and Skye also some crofters who had stettled on Corpach Moss after being evicted by Cameron of Lochiel from their farms on Loch Arkaig.

The summit was to crossed either by a 7 mile railway or (as was later proposed) a two mile tunnel. The cost was estimated at 140,000 with a railway or 200,000 with a tunnel.

In making comments on Telford's proposals for the canal he suggests that a steam engine would be a cheaper way of supplying water to the canal than the Wigton branch unless the branch could be commercially justified and that the locks could be 65 by 16 feet with 6 feet over the cill rather than of Forth & Clyde dimensions. This would be big enough for the Mersey flats that were expected to be trading from Liverpool.
